Description
MAJOR FUNCTION
The Executive Director is directly responsible for the overall management of CAI including development and refinement of its social service and cultural programs; control over budgeting and financial planning; contract/grant compliance; fund raising; accounting and fiscal management; and recruitment, selection, management and evaluation of the staff.
RESPONSIBILITIES
- Responsible for setting policies and creating programs consistent with the mission. Oversees program development, working collaboratively with staff. Plans and develops individual programs and budgets.
- Leads the agency management team responsible for administration of the services provided. Ensures effective, high quality programs that meet the changing needs of the community, while preserving the cultural community value of CAI. Develops program evaluation and tracking procedures with program directors.
- Provides for quality assurance monitoring of all programs, acknowledging well-rated services and assuring correction of any deficiencies in service provision.
- Manages staff performance and ensures compliance with policies and procedures. Provides staff development activities that upgrade employee skills and motivate performance.
- Manages budget development, financial forecasting and oversight with staff. Advises Board on achievements and problem areas.
- Actively seeks new revenue sources, both government and private, to meet all program goals. Monitors all grants and contracts, assuring that all service agreements are properly fulfilled and report deadlines met.
- Nurtures and expands agency donor base. Represents the agency to the public.
- Oversees development and implementation of agency's marketing and fund raising.
- With CAI’s President, promotes visibility through participation and membership in community events and other forums and in civic organizations and activities. Represents CAI in partnership with community agencies such as the Mutual Aid Associations (MAA). Serves as agency spokesperson responsible for public relations and acts as liaison with community agencies and businesses.

Supervises full-time staff of 12 and part-time employees

Mandatory Job Qualifications
- Bilingual in English and Khmer.
- Possesses community based value and is skillful in carrying and integrating it into the work of CAI
- Able to facilitate organizational growth while balancing old and new ideas. Skills include strategic planning and management of internal operations and external relations.
- Supervisory experience and knowledge of basic staff development, evaluation and management skills. Knowledge of best practices for managing a non-profit organization.
- Demonstrated knowledge of accepted financial practices including accounting, budgeting, insurance and other sound business practices.
- Broad fund raising knowledge regarding local and/or national philanthropic organizations.
- Broad knowledge of and experience in social services.
- Bachelor’s degree preferred, with 5 + years non-profit experience required.
The successful candidate will have significant knowledge of the nonprofit and civic community including the philanthropic landscape. In addition, the candidate must be someone who naturally takes initiative, demonstrates the ability to manage multiple projects and is consistently focused on results. The ideal candidate must be a persuasive communicator with the ability to work in collaboration with the Board of Directors, President and staff, donors, community leaders and partner organizations.
