The Counseling Center of Lake View is seeking a person to fill the position of Executive Director.
The Counseling Center is a private non-for-profit organization committed to the provision of quality, comprehensive, mental health, substance abuse, and domestic violence services for the residents of the Lake View and adjacent communities. The Center is especially concerned about the development of services for population groups traditionally underserved by mental health and substance abuse providers.
The Executive Director oversees and ensures the successful management of a complex operation and is expected to provide leadership during planned change, to increase earned revenue and expand and maintain key external partnerships in support of the agency's service mission.Key Responsibilities
Working in conjunction with the Board of Directors, the Executive Director:
· Ensures that all agency programs support the mission of the agency
· Establishes immediate and long-range program priorities and activities
· Oversees the administrative management team (Controller, Human Resources, and
Information Management )
· Ensures that the physical plant is safe and in compliance with all codes and
licensing requirements, and otherwise is designed and maintained in a manner
conducive to the delivery of human services
· Serves as the secretary of the Counseling Center Real Estate Holding Company
· Oversees the fund-raising program of the agency; works in conjunction with the Finance
and Communications Committees to establish fund-raising goals and calendar for
each year
· Provides staff support to the Executive Committee of the Board by identifying issues
in need of immediate attention; makes recommendations regarding organizational
structures, by-laws, etc.
Daily Operation
· Assures overall quality of agency programs through the Quality Assurance/Utilization
Review program processes and by working closely with the Chief Psychiatrist
· Supervises directly, or by delegation, all agency program areas
· Oversees development and implementation of administrative policies and procedures
and chairs the Management Team and Administrative Team
· Monitors performance; establishes program performance standards and goals and
objectives in conjunction with program supervisors/directors
· Employs qualified personnel in accordance with established job descriptions; ensures
through delegation completeness of personnel files in accordance with agency standards
and regulatory requirements
· Ensures the orientation of new staff and the continuing education of staff
· Acts as the authorized representative of the agency in communication with regulatory
and funding agencies, and signs contracts and other documents subsequent to
Board approval of the specific activity
· Serves as the agency's Compliance Officer to ensure that the agency's billing
practices conform to regulatory standards, and that the agency complies with Federal
and State regulations as defined by contracts and is responsible for maintaining
familiarity with legal and administrative regulations affecting agency operation
· Ensures the maintenance, completion and submission of all reports required by
licensing, funding, governmental, and other regulatory units in a timely manner
· Participates in networks and organizations, on a community, area, and state-wide
level, consonant with the mission of the agency and represents the agency and its
mission in public forums, as requested

Qualifications
· A master's degree in a human services field (Social Work, Psychology, Public Health, Public Administration, etc.)
· A minimum of five years in upper management in a human service or related agency
· Demonstrated commitment consonant with the mission statement of the agency
